Decision: Initial Governance Structure for Wibblur

Background:

As the project starts to come together we need some form of agreed upon governance structure to allow decisions to be made when consensus is not possible, to keep the work focused on what is necessary for the overall project to succeed, and to ensure that the primary goals of the project are being met.

Priorities:

  1. It is clear who in Wibblur will be making decisions for Wibblur
  2. The work can be efficiently defined and delegated to the people most capable of doing it
  3. The work must remain aligned with the overall mission of the project

Recommendation:

Team A: Project leads - people selected by Aveta, who will have the final say in all decisions. Ideally 5 or 7 people, an odd number avoiding tie votes

Team A[n]: Any number of sub-teams created by Team A for non-engineering tasks (such as funding, legal, marketing), made up of people selected by Team A or using a community selection method defined by Team A

Team B: Technical leads - people selected by Team A, or using a community selection method defined by Team A, who will make the technical/implementation decisions (such as whether to federate or centralize, which protocol to use, etc)
